As U.S. midterm election results continue to roll in and the world’s climate leaders convene in Egypt, the U.S. Climate Alliance today unveiled its United Nations Climate Change Conference (COP27) delegation — including Washington Governor Jay Inslee, New Mexico Governor Michelle Lujan Grisham and more than a dozen top officials from five Alliance states — and vowed to continue to “sustain, strengthen and supercharge climate action.”
Governor Inslee and Governor Lujan Grisham will participate in a number of high-level events and meetings during the second week at COP27, starting November 13, including several Alliance-organized convenings at the U.S. Center and America Is All In Action Center focused on delivering on the promise of the Inflation Reduction Act, strengthening the state-federal climate partnership, global subnational climate collaboration, and more.
Top Alliance state officials from California, Hawai‘i, Washington, New Jersey, and New Mexico are also representing the Alliance across COP27, including several who will join a panel on November 16 titled, “Trailblazers, Changemakers, and Innovators: Women Leading Across the U.S. Climate Alliance.” Finally, Alliance Executive Director Katims, who spoke today at a COP27 U.S. Nature4Climate press conference highlighting broad support for Natural Climate Solutions, will participate in several events with partner organizations and institutions.

Through forward-thinking legislation, emissions standards, and other actions, California has made substantial progress over the past two decades in cutting its greenhouse gas emissions. This record has helped establish California as a world leader in effective, innovative climate policymaking. This event, hosted by UC Berkeley’s California-China Climate Institute, will explore California’s interagency-based regulatory framework to plan and execute climate action, the diverse funding sources it has tapped, and the example the state has set for both local and international partners. It will examine both the advantages and disadvantages of the state’s multi-agency, multi-sector, and multi-mandate approach, and how lessons learned in California can inform similar efforts underway elsewhere in the U.S. and the rest of the world. In addition, it will highlight the opportunities multi-state collaborations, like the U.S. Climate Alliance, present.

This moderated panel discussion, hosted by The Nature Conservancy, will feature leading voices from the federal government, business, state entities and stakeholders in the U.S. who have helped shape and participate in recent policy and funding actions pertaining to climate mitigation and resilience. The discussion will illustrate new investments in climate that help meet the U.S. nationally determined contribution as well as inspire and impact global action. The discussion will be taking place against the backdrop of recent historic legislation passed by the U.S. Congress and where the Biden-Harris administration is particularly prioritizing implementation on nature-positive, climate-smart investments.

Subnational action at the city and state level is essential to the development and implementation of strong climate mitigation and resilience goals — both in the U.S. and around the world. This event, hosted by the U.S. Department of State, will bring together representatives from the national and subnational levels to highlight the commitments and achievements of cities and states, the barriers they face, and the ways that multi-level coordination can be improved for the sake of enhanced ambition. It will also officially launch the Subnational Climate Action Leaders’ Exchange (SCALE) initiative, a new USG-led partnership to support cities and states in the development and implementation of net-zero, climate-resilient roadmaps.

Launched on June 1, 2017 by the governors of Washington, New York, and California to help fill the void left by the previous administration’s decision to withdraw the U.S. from the Paris Agreement, the Alliance has grown to include 24 governors from across the U.S. representing approximately 60% of the U.S. economy and 55% of the U.S. population. Governors in the Alliance have pledged to collectively reduce greenhouse gas emissions by at least 26-28% below 2005 levels by 2025, at least 50-52% below 2005 levels by 2030, and collectively achieve overall net-zero greenhouse gas emissions as soon as practicable, and no later than 2050.
The Alliance’s states and territories continue to demonstrate that climate action goes hand-in-hand with economic growth, job creation, and better public health. While reducing collective greenhouse gas emissions by 19%, Alliance members increased their collective GDP by 30%. The coalition’s states and territories are employing more workers in the clean energy sector, achieving lower levels of dangerous air pollutants, and preparing more effectively for climate impacts and executing more pre-disaster planning than the rest of the country.
