Through the Buy Clean Partnership, 13 states are collaborating to advance procurement of cleaner construction materials in publicly-funded projects, thereby reducing emissions from the industrial sector, supporting U.S. manufacturing of clean materials, and creating good jobs in American communities.
Federal and state governments collectively procure almost 50% of cement and 20% of steel used in the United States, among other key construction materials. To harness the federal government’s purchasing power, President Biden charged his administration through Executive Order 14057 to launch a Buy Clean Task Force and initiative to promote use of low-carbon, made-in-America construction materials. Recognizing that states are also significant purchasers of construction materials and the pioneers of Buy Clean policies, the White House convened leaders from 20 states to share knowledge and discuss opportunities for collaboration and alignment between state Buy Clean efforts and the Federal Buy Clean Initiative in October 2022.
In March 2023, the Biden-Harris administration announced the launch of the Federal-State Buy Clean Partnership with 12 leading states—California, Colorado, Hawaiʻi, Illinois, Maine, Maryland, Massachusetts, Michigan, New Jersey, New York, Oregon, and Washington—and later welcomed Minnesota into the partnership. These states committed to prioritize efforts that support the procurement of lower-carbon infrastructure materials in state-funded projects, and to collaborate with the federal government and one another to send a harmonized demand signal to the marketplace. Alongside this announcement, the U.S. Climate Alliance announced the availability of policy, technical, and analytical assistance to help participating members advance their state-level Buy Clean efforts.
