What Alliance Governors Are Saying About EPA's Attempt to Eliminate Solar for All

“President Trump ran on lowering costs and creating jobs. Gutting Solar for All will do the opposite.”

WASHINGTON, D.C. — Last week, the Trump administration announced that it will terminate the federal Solar for All program, which helps low-income households across America access residential solar power — and save money and energy, boost resilience, improve health, and create quality jobs.

In April 2024, 23 Alliance members were collectively awarded nearly $3 billion through this program.  

 

“States across the country, led by governors of both parties, are leveraging this cost-saving program to lower people’s energy bills and unleash new energy generation,” said U.S. Climate Alliance Executive Director Casey Katims. “There’s no excuse for efforts to undermine this vital program and increase costs for Americans.”

Arizona Governor Katie Hobbs

“Last year, the Arizona Governor’s Office of Resiliency successfully applied for and was awarded $156 million to administer Solar for All in Arizona. The Solar for All Arizonans program uses Arizona’s abundant solar resources to increase the amount of distributed solar in Arizona, creating $165 million in bill savings for Arizonans and good-paying jobs around the state. This program is currently in development and will be available for participants in 2026. 

 

“Arizona is a leader in clean energy generation and Solar for All Arizonans will open new pathways for Arizona families unable to tap into the many benefits of our flourishing clean energy economy. Solar for All Arizonans belongs to the people of Arizona, and I refuse to let it be ripped away without a fight.

Without this program, eligible Arizonans will lose out on an average of 20% in annual energy bill savings per participating household, $11 million to support workforce development programs, and 61 megawatts of new solar deployment in eligible communities.

I urge the Trump administration to reverse this reckless decision that will make our air dirtier, our energy bills higher, and our economy weaker. Colorado Governor Jared Polis

“Once again the Trump Administration is seeking to rip cost-saving solutions out of the hands of hardworking Coloradans and push us backwards into an over reliance on non-renewable resources. Solar for All  reduces electricity costs — particularly for low-income households – but if this misguided federal decision happens, it will do the exact opposite, costing communities across our state. In Colorado, we will continue exploring avenues to fight this illegal termination of congressionally appropriated and duly obligated funds, just as we have successfully done before. Connecticut Governor Ned Lamont

“At a time when households could benefit from transitioning to solar energy now more than ever, the Trump administration is attempting to terminate a program that would lower energy costs for families and businesses while also delivering clean energy. These funds belong to the taxpayers of Connecticut. This action by EPA is unlawful, and we will be working with other states to counter this action.”

Maine Governor’s Energy Office

“Thousands of Maine people stood to benefit from lower energy bills delivered by the Solar for All program. Terminating this funding doesn’t help Maine people, it only hurts them,” said Dan Burgess, Director of the Governor’s Energy Office. “Canceling the program deprives Maine of access to affordable solar, energy storage, and the skilled electricians, installers, and construction workers needed to meet our energy and economic needs now and in the future. We remain committed to this program and will review all options to preserve it.”

Massachusetts Governor Maura Healey

“Solar is the fastest and cheapest way to bring affordable energy into Massachusetts. Affordability isn’t controversial – that’s why states like Texas and Florida are building so much solar. And that’s why my administration has been working hard to deliver more affordable solar to our residents and businesses through new incentives and programs like Solar for All. This program is poised to lower energy bills for nearly 30,000 Massachusetts households and create thousands of jobs. We want to take an all-of-the-above approach to energy here in Massachusetts to increase supply and meet demand. We strongly urge the Trump Administration to abandon any plans to terminate the Solar for All grants.”

New Jersey Governor Phil Murphy

“This reckless declaration by the Trump Administration will directly increase household energy costs for our most vulnerable families — and it could not come at a worse moment. 

“At a time when Americans are struggling with skyrocketing energy costs, the Solar for All (SFA) program would have helped lower costs for working families up and down the Garden State, in towns represented by both Democrats and Republicans. This program was estimated to help thousands of our state’s low-income households save $400 every year. 

“Instead, the Trump Administration has now chosen to say it is pulling support for a commonsense program that would have delivered cleaner energy and lower costs.

“Americans deserve better, and the Trump Administration must reconsider this about-face. Washington Governor Bob Ferguson

About the Alliance

Launched on June 1, 2017 by the governors of Washington, New York, and California to help fill the void left by President Trump’s initial decision to withdraw the U.S. from the Paris Agreement, the Alliance has grown to include 24 governors from across the U.S. representing approximately 60% of the U.S. economy and 55% of the U.S. population. Governors in the Alliance have pledged to collectively reduce net greenhouse gas emissions by at least 26-28% by 2025, 50-52% by 2030, and 61-66% by 2035, all below 2005 levels, and collectively achieve overall net-zero greenhouse gas emissions as soon as practicable, and no later than 2050. 

 

The Alliance’s states and territories will continue to advance innovative and impactful climate solutions to grow the economy, create jobs, and protect public health, and have a long record of action and results. In fact, the Alliance reduced its collective net greenhouse gas emissions by 19% between 2005 and 2022, while increasing collective GDP by 30%, and is on track to meet its near-term climate goal by reducing collective GHG emissions 26% below 2005 levels by 2025. The coalition’s states and territories are employing more workers in the clean energy sector, achieving lower levels of dangerous air pollutants, and preparing more effectively for climate impacts and executing more pre-disaster planning than the rest of the country.
